The year is 1940. France is on the verge of collapsing under the unstoppable German armies sweeping through Western Europe. Italy's forces are poised to attack in North Africa, Greece, and southern France. What remains of the British army has recently evacuated Dunkirk. This island nation stands alone, preparing for an invasion that could come at any moment. The USA, separated from the world's conflicts by two vast oceans, remains neutral for now. The Soviet Union has made a secret pact with Germany, ensuring that it will remain neutral if Germany goes to war in Europe. These are trying times, but all of this is just a prelude to the greatest conflict in human history.

As an Axis power, you must plan, build, and maneuver your mighty fleets of ships and planes in an attempt to dominate the world. When the time is right, you will engage in direct military confrontations with the mightiest economic powers on earth and try to cripple them before they can thwart your plans.

As one of the Allied powers, you must join forces with your allies in a common defense. To succeed, you will need to take responsibility for your economic, political, and military power, as you will be challenged by the greatest land, sea, and air powers the world has ever seen.
