All Roads (Nordic)

Develop the areas around Rome by building Houses, Villas, Spas, and Monuments. Just make sure that all roads lead to where they should...

All players receive their own set of wooden buildings (Houses, Villas, Spas, and Monuments) and a stack of tiles, which they shuffle and draw 4 tiles from as their starting hand. On each turn, the player uses 2 of their tiles to build areas around Rome (the starting tile) and draws 2 more tiles for their next turn.

All tiles have roads on them, some more and some less. The goal is to build roads so that they are always connected to Rome, while also providing the player dead ends to build their Houses to.

Alternatively, players can try to create empty areas surrounded by roads to build Monuments. Circulating areas with Houses on them will trigger them to upgrade to Villas or Spas, depending on their location. The player with the fewest buildings left (of their total value) at the end of the game is the winner.
